If you write “cyberpunk” where the cops are good, that’s just cyberfuturism. The “punk” part is about the celebration of criminality and low-life nihilistic rage against the dystopian hell society.
Transmetropolitan and Mirror’s Edge are good examples of actual cyberpunk.
From what I know of it Akira is also actual cyberpunk.
To clarify: -punk refers to people who are marginalized, who are of the counter-culture, whose behavior or existence is a challenge to the established social order.
For example, in Star Trek, the heroes are members of the federation’s police force. They are not punk. In Star Wars, the heroes are violently destabilizing the police state. They are punk.
